Description:
TheSolomon Islands Government (SIG) aims to provide morereliable, sustainable and affordable electricity for its people as one of thenational development priorities. In accordance with the current Solomon IslandsNational Energy Policy (SINEP) 2019, SIG wanted to increase access toelectricity for urban households to 80 percent by 2025 and for rural householdsto 40 percent by 2025. To address this priority, the Ministry of Mines Energyand Rural Electrification (MMERE) is establishing an Electricity Sector Planning Agencywithin the Ministry. A least cost geospatial plan is envisaged to be acomprehensive action plan for developing, financing and implementing theelectricity sector access program nationwide. Good practice and experience fromcountries that have already achieved near-universal access or as well advancedon their roadmaps, clearly indicate that the cumulative investment financingrequirements of the plan will be consideration and must be raised in aprogrammatic and sustainable manner. As such we are looking tohire a consulting firm or consortium (the Consultant) to prepare a GIS databaseof relevant layers and ageospatial least-cost electrification options to assist MMEREto complete the National Electrification Plan for achieving Solomon Islands electrificationtargets. The detailed geospatial analysis will consider, based on good practiceand international experience, possible least-cost options forelectrification, provide a sound strategic basis to implement systematicallystaged grid extensions and the deployment of off-grid technologies (mini-gridsand standalone systems) powered by cost-effective renewable energy supply whereappropriate, and indicative investment requirements for on-grid and off-gridaccess delivery modalities.More details including the scope of work can be found in the included Terms of Reference document.
